I just rewatched. The ref did more than that and was being fair. He blew time off and said “I will blow time on and you play immediately “ Then Foley just took the piss. That’s disrespectful of the ref and, although it probably didn’t deserve being the losing of the match it deserved being turned over.
The delay on the kick was 30 seconds with time on. When there’s a minute 30 to play that could be the difference of setting a scrum from a lineout knock on.
As for those crying about the sealing off penalty, the turnover penalty before the non kick was much worse. The player that won the penalty did so from his knees. -

Could have been the one where it was 10-10 at halftime.
